WHAT IS THE NOLAND ROAD
COMMUNITY IMPROVEMENT DISTRICT?
At its most basic level, the Noland Road Community Improvement District (NRCID) is a legal entity, created to collect sales tax proceeds that are to be reinvested into Noland Road in Independence, Missouri. The NRCID was established in November of 2014, following a successful petition campaign and unanimous approval from the Independence City Council. Shortly thereafter, property owners within the NRCID voted for a 3/4 of a cent sales tax increase. The tax increase, combined with the formation of the NRCID, means that approximately $38 million in available revenue dollars will be generated over the next 25 years. This money will be used to fund three basic types of projects:
construction of CAPITAL IMPROVEMENTS
ongoing maintenance of capital improvements
private development/
redevelopment assistance
The NRCID is guided by a Board of Directors, an Executive Director, and a small team of consultants. Since forming, the NRCID has developed a long-range approach to investment in Noland Road. The NRCID is now actively working on corridor improvement.
WHAT does the nrcid do?
The NRCID directs and funds multiple improvement projects along Noland Road, maintains the improvements, and administers three matching grant programs for property/business owners. Also included in capital improvements are the operating costs, legal fees, study and design feeds, and other administration costs, as well as the maintenance of improvements.
Secondly, incentive dollars are used to encourage private investment in private property along the corridor. Property/business owners can apply to three matching grant programs in order to receive assistance to improve their signage, facades, or completely redevelop or develop their property. These properties must be deemed "blighted" by state law to receive matching funds.

As a property or business owner within the NRCID, you can apply for matching funds to offset your property exterior improvement costs. The NRCID Board of Directors wants to partner with you to revitalize Noland Road through three different matching grant programs:
facade improvements program
PURPOSE
The Façade Improvements Program exists to encourage NRCID property/business owners to make desired exterior façade improvements to their own properties, in line with the Noland Road Design Guidelines.
AVAILABLE ASSISTANCE
Approved projects are eligible to receive reimbursement after project completion in the form of a matching grant at a 1:3 ratio (assistance : applicant investment) for the eligible façade improvement costs.
ELIGIBLE IMPROVEMENTS
Eligible improvements include façade repair/treatment, new windows and frame replacement; painting and re-siding; ADA compliance; exterior lighting; foundation landscaping; removal of inappropriate exterior materials; patio dining enhancements; masonry or tuck pointing work; and more!
SIGN IMPROVEMENTS PROGRAM
PURPOSE
The Sign Improvements Program exists to encourage NRCID property/business owners to make improvements to their own properties’ signage, in line with the Noland Road Design Guidelines.
AVAILABLE ASSISTANCE
Approved projects are eligible to receive reimbursement after project completion in the form of a matching grant at a 1:2 ratio (assistance : applicant investment) for the eligible sign improvement costs.
ELIGIBLE IMPROVEMENTS
Eligible improvements include a new sign; repair or replacement of an existing sign; permanent improvements to signs consistent with the Noland Road Design Guidelines; professional design or consultation fees; and more!
PROPERTY REDEVELOPMENT AND DEVELOPMENT IMPROVEMENTS PROGRAM
PURPOSE
The Property Redevelopment and Development Program exists to stimulate the private sector to invest in Noland Road through permanent major site improvements, the construction of new buildings on vacant or underutilized land, or site redevelopment, in line with the Noland Road Design Guidelines.
AVAILABLE ASSISTANCE
Approved projects are eligible to receive reimbursement after project completion in the form of a matching grant at a 1:4 ratio (assistance : applicant investment) for the eligible property redevelopment and development costs.
ELIGIBLE IMPROVEMENTS
Eligible improvements include site improvements (parking lot layout, screening, access consolidation, landscaping, pedestrian connectivity, etc.); exterior building redevelopment (accessibility code requirements, roof repair, walls, windows, etc.); new construction design, contract, and building costs (exterior only); permanent improvements; professional design and consultation fees, and more!

NOLAND NOW REVITALIZATION PLAN
This plan is the culmination of a lengthy process to begin the work to reinvigorate and revitalize Noland Road. After several years of concerned property owners, civic leaders, the City, and residents searching for a way to improve the overall aesthetic and business conditions on Noland Road, the NRCID was formed to provide a revenue source for reinvestment efforts. The NRCID Board then had this Revitalization Plan prepared to provide a coordinated and focused guide for the future revitalization efforts.
NOLAND ROAD DESIGN GUIDELINES
Following the creation of the Noland Now Revitalization Plan, the Noland Road Design Guidelines were drafted to provide parameters for the design of the streetscape, buildings, sites, and signs along the corridor. The Guidelines serve as a supplement to the Noland Now Revitalization Plan and are overseen by the NRCID.
